A Ground-breaking partnership

The global community now has the tools to meaningfully address new HIV infections; however, HIV is on the rise in Eastern Europe and Central Asia (EECA).

To address the challenges in EECA and ensure no one is left behind in the global effort to end the HIV/AIDS epidemic, the Elton John AIDS Foundation and Gilead Sciences have partnered together in a ground-breaking initiative called RADIAN. RADIAN aims to meaningfully address new HIV infections and deaths from AIDS-related illnesses in EECA through focussed action, investment and resourcing to improve the quality of prevention and care for people at risk of or living with HIV in the region.

Funding is provided through grants which are assessed and administered by the Elton John AIDS Foundation. Gilead has no involvement in the selection and assessment of award applicants and winners.

ABOUT RADIAN

RADIAN is made up of two components:

  • RADIAN ‘Model Cities’ will invest in targeted interventions that deliver measurable impact in the response to HIV in eligible cities and regions, as examples for other cities and regions in EECA seeking to end their own HIV epidemics;
  • The RADIAN ‘Unmet Need’ fund will support local initiatives across EECA that focus on HIV prevention and care, education, community empowerment, and novel partnerships.

From 2020-2025, RADIAN will support local initiatives in up to 25 countries across Eastern Europe and Central Asia: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Romania, Russian Federation, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan.

The Fund is looking to support sustainable, evidence-informed interventions that address the most significant and urgent unmet needs of Key Populations and people living with HIV. Supported interventions will measurably improve HIV-related outcomes; reduce stigma and discrimination experienced by people living with or most at risk of HIV; and document and disseminate learnings and results to help other cities, regions, and countries across EECA to end their HIV epidemic.

Applicants can apply for up to USD $1,500,000 for projects lasting up to 36 month. Programmes may be implemented in Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Romania, Russian Federation, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan.

Фонд стремится поддержать устойчивые и научно обоснованные проекты, которые будут направлены на удовлетворение наиболее значимых и насущных потребностей ключевых групп населения и людей, живущих с ВИЧ. Реализуемые при поддержке Фонда проекты существенным образом улучшат показатели здоровья, связанные с ВИЧ; снизят стигму и дискриминацию, с которыми сталкиваются люди, живущие с ВИЧ или подверженные наибольшему риску заражения; а также документируют и распространят свой опыт и результаты для содействия другим городам, регионам и странам ВЕЦА в искоренении эпидемии ВИЧ.

Организации могут подать заявку на сумму до 1 500 000 долларов США на проекты продолжительностью до 36 месяцев. Проекты могут быть реализованы в Азербайджане, Албании, Армении, Беларуси, Болгарии, Боснии и Герцеговине, Грузии, Казахстане, Косово, Кыргызстане, Латвии, Литве, Молдове, Российской Федерации, Румынии, Северной Македонии, Сербии, Словении, Таджикистане, Туркменистане, Украине, Узбекистане, Хорватии, Черногории или Эстонии.

Radian Model Cities

RADIAN ‘Model Cities’ will provide significant funding from 2020-2025, to deliver measurable impact in the fight against HIV/AIDS in key EECA cities and regions, as examples for other cities and regions in EECA seeking to end their own HIV epidemics. The first RADIAN ‘Model City’ is Almaty, Kazakhstan’s largest city, where the programme is supporting a consortium of organisations to help Almaty end its HIV epidemic. Applications to implement the Model Cities programme in eligible Russian regions, with a particular focus on the largest city/cities in the region of implementation, are now being processed.

Applications for Model Cities grants are now closed.

How to apply

The RADIAN Unmet Need Fund is now open for grant seekers to submit concept notes. Concept notes must be in English or Russian. Applicants whose Concept Notes are selected to move forward to the Application stage will be notified by the Foundation and will be requested to submit an Application with further details on their solution.

The Foundation will be hosting an informational webinar for organisations interested in applying for a RADIAN Unmet Need Fund grant. This webinar will guide applicants through the RADIAN Unmet Need Fund Opportunity Announcement and application process, and will provide an opportunity for participants to ask questions on the Opportunity Announcement and application process.
