A Ground-breaking partnership
The global community now has the tools to meaningfully address new HIV infections; however, HIV is on the rise in Eastern Europe and Central Asia (EECA).
To address the challenges in EECA and ensure no one is left behind in the global effort to end the HIV/AIDS epidemic, the Elton John AIDS Foundation and Gilead Sciences have partnered together in a ground-breaking initiative called RADIAN. RADIAN aims to meaningfully address new HIV infections and deaths from AIDS related illnesses in EECA through focussed action, investment and resourcing to improve the quality of prevention and care for people at risk of or living with HIV in the region.
Funding is provided through grants which are assessed and administered by the Elton John AIDS Foundation. Gilead has no involvement in the selection and assessment of award applicants and winners.
RADIAN is made up of two components:
- RADIAN ‘Model Cities’ will invest in targeted interventions that deliver measurable impact in the response to HIV in eligible cities and regions, as examples for other cities and regions in EECA seeking to end their own HIV epidemics;
- The RADIAN ‘Unmet Need’ fund will support local initiatives across EECA that focus on HIV prevention and care, education, community empowerment, and novel partnerships.
From 2020-2025, RADIAN will support local initiatives in up to 25 countries across Eastern Europe and Central Asia: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kosovo, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Montenegro, Republic of Moldova, Russian Federation, North Macedonia, Romania, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
Radian Model Cities
RADIAN ‘Model Cities’ will provide significant funding from 2020-2025, to deliver measurable impact in the fight against HIV/AIDS in key EECA cities and regions, as examples for other cities and regions in EECA seeking to end their own HIV epidemics. The first RADIAN ‘Model City’ is Almaty, Kazakhstan’s largest city, where the programme is supporting a consortium of organisations to help Almaty end its HIV epidemic. Applications to implement the Model Cities programme in eligible Russian regions, with a particular focus on the largest city/cities in the region of implementation, are now being processed.

The Radian Unmet Need fund
The RADIAN ‘Unmet Need’ will support local initiatives across the EECA region and beyond the select ‘Model Cities’ from 2020-2025. Initiatives selected will focus on prevention and care, education, community empowerment, and novel partnerships. The programme will be implemented locally, working with key stakeholders and partners.
The Fund welcomes concept notes for evidence-informed solutions implementing in Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kosovo, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Montenegro, Republic of Moldova, Russian Federation, North Macedonia, Romania, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan. The Fund welcomes concept notes for multi-country projects.
Applications for Unmet Need Fund grants are now closed, but are expected to reopen in 2021.
How to apply
Applications for the Model Cities programme and Unmet Need Fund are now closed and applications are being processed. Applicants whose Concept Notes are selected to move forward to the Application stage will be notified by the Foundation and will be requested to submit an Application with further details on their solution.
We encourage local and regional organisations in EECA who share our vision of significantly improving the quality of care for PLHIV, addressing new HIV infections and AIDS deaths to await further opportunity announcements. Detailed requests for proposals (RfP), including eligibility and selection criteria, and additional information on how to apply will be posted here.
