We applaud the bipartisan U.S. Congress for its 2026 investment in the fight against AIDS in America and around the world.

We are grateful that proposed cuts to the Ryan White CARE Act, HIV prevention, the Minority AIDS Initiative, substance abuse treatment, housing support, and vital research have all been restored on a bipartisan basis and will enable those in big cities and small towns across American to keep their good work going.

Meanwhile, as countries across Africa and around the world gradually take charge of essential HIV prevention and treatment programs, strong U.S. support through PEPFAR and the Global Fund remains key to sustaining and advancing hard-won progress.

We commend the longstanding leadership and commitment of key Appropriators in both Chambers – Senators Graham, Schatz, Capito, Baldwin, Collins and Murray, and Representatives Diaz-Balart, Frankel, Aderholt, Cole, and DeLauro – whose commitment to the AIDS response has already saved tens of millions of lives and put ending AIDS within our reach.

And finally, we strongly urge the Administration to show true compassion and make these funds available to EVERYONE impacted by HIV/AIDS. We are so close to ending the pandemic, and we truly won’t finish the job if vulnerable communities are left behind. The expanded gag rule will leave people behind and must be reconsidered if we want an AIDS-free world. In the 80’s we watched parts of the world turn its back on our community - and AIDS rapidly became the largest infectious disease in the world. Every human soul deserves compassion - and we are all linked by our common humanity.
