Eastern Europe and Central Asia (EECA) Consultant
The Elton John AIDS Foundation is seeking a consultant to support the delivery of the Foundation’s strategy to help end the HIV/AIDS epidemic in Eastern Europe and Central Asia (EECA). EECA remains the region with one of the fastest-growing HIV epidemics in the world. Despite significant progress, new HIV infections and AIDS-related deaths continue to rise, driven by structural barriers, stigma, and limited access to quality services for key populations.
To help maximize the Foundation’s impact in the region, the Consultant will manage and support project implementation within the Radian 2 portfolio and related initiatives. This includes close collaboration with the Foundation’s grantee partners—predominantly community-based and non-governmental organizations—to design, manage, and evaluate high-performing programs that contribute to reducing new HIV infections and AIDS-related deaths.
Request for proposals: LGBTQ+ portfolio evaluation
The Elton John AIDS Foundation is seeking an external evaluation team to support the hybrid impact evaluation of the Foundation’s LGBTQ+ portfolio.
The evaluation will assess the effectiveness and cost-effectiveness of alternative PrEP delivery models, progress in LGBTQ+ movement building and enabling environments, and efforts to increase global investment in LGBTQ+ health and rights.
The evaluation will generate actionable learning to inform the Foundation’s next strategic period, demonstrate accountability to donors and partners, and strengthen the evidence base for LGBTQ-led HIV and rights-based programming.
Request for proposals: PWUD portfolio evaluation
The Elton John AIDS Foundation is seeking an external evaluation team to support the hybrid impact evaluation of the Foundation’s People Who Use Drugs portfolio.
The evaluation will assess the results of the Foundation’s investments and unique contribution within the wider environment of drug policy and systems change, harm reduction, and HIV responses towards people who use drugs at the country, regional, and global level.
The evaluation will generate actionable learning to inform the Foundation’s next strategic period, demonstrate accountability to donors and partners, and strengthen the evidence base for drug-related policy advocacy and harm reduction programming.
